EASTON Democrat Wendy Rosen expects to transcend political labels in the 2012 election and unseat Republican Congressman Andy Harris with her message of small-business support being the mechanism to revive the nation's economy.

Rosen filed with the State Board of Elections Tuesday to run for Maryland's 1st District seat in the U.S. House of Representatives. She is the first to officially file for the congressional seat representing the entirety of Maryland's Eastern Shore and portions of Baltimore, Harford and Carroll counties.
