CHESTERTOWN — Can a river have a heart? If the Chester does, it must beat faster after last week.

The Center for Environment & Society at Washington College held a ceremony to dedicate the Chester River Watershed Observatory Friday, May 30. It’s not a place as much as it is a set of ideas, big ideas, according to Washington College President Mitchell Reiss.
