Editor’s Note: The Open Meetings Compliance Board issues advisory opinions and has no authority to issue orders or impose penalties. According to the Maryland Open Meetings Act Manual prepared by the state attorney general’s office: Only courts may enforce the provisions of the Open Meetings Act. To seek judicial enforcement of the Act, a person must file a lawsuit in the circuit court for the county in which the public body is located.
